Events sometimes won't start after Visitor appears (v0.5 LTS & v0.6 ETB) #6

Sometimes, the Visitor event doesn't properly start the invasion, or raise points to the minimum needed for starting the invasion's first phase. I was given the world's .dat and found one anomaly:

Before the user gave me the data file, it was given a hard reset. Before that, they failed to acquire more than 1,123 points. Events did not play.

We have two people who confirmed they cannot recreate this issue, and only one who can.

Issue considered invalid due to 0.5.x being EoL and 0.6.x never being released.

Issue has not been recreated on 0.7.x (current public builds)
