Description

I updated the second paragraph on index.js with text provided by Jerome.

Motivation and Context

This provided a more in-depth description of the ideals and priorities of VWC.

How Has This Been Tested?

Ran npm test, all tests passed. Looks like this page is not included in snapshot and is instead tested by Husky.
