Description (WIP)

Merge master and fix merge conflicts.

Motivation and Context

JHardawaySuperPush had merge conflicts. This branch attempts to resolve those.

How Has This Been Tested?

Testing in progress. Validated development can be run and application can be viewed from the browser as expected.

WIP - test all build scripts, ensure all PR tests pass.
