Add Pre-Work information to the Apply page #500

This is a priority item.

In the new application page, the applicant currently has no way to see that there is any prework to be done, until they get to the field asking them to enter their prework repo url.

The prework information is here: https://github.com/Vets-Who-Code/prework

The page needs the following: -Information that there is prework to be done in order to apply to VWC -The link where the prework is located -A way for them to contact VWC if they have any issues (it could be directing them to email ayumi@vetswhocode.io, if that's easiest)
