Major Change to the hierarchy of layers:

• Creates RecordsetTypes for Vector (called Ogr) and raster layers.
• Created child layers for Ogr that can be of any of the vector types, Point/Multipoint, Line/MultiLine, Polygon/MultiPolygon
• added the updates to Polygon Draw
• Completed Ogr load and save for all types.
• Fixed the bug wth Lr for Polygons with Ogr
• Added MDAL integration
• Added Mdal meshes as a layer type
• Moved all mesh Features to Feature type DMesh3 for more features
• Made Meshes Selectable
