Ubuntu 24.04, JDK 21.0.3 in JitPack, ViaVersion 4.10.3-SNAPSHOT #333

  1. Updates Ubuntu to 24.04 as GitHub released a blog stating that it is now a supported runs-on version,
  2. Updates JDK to 21.0.3 for JitPack,
  3. Updates ViaVersion to 4.10.3-SNAPSHOT so that invalid chunk entities are removed for 1.20.5/1.20.6 clients.
