Upstream deps, Set loader to 0.15.11, Via 5.0.1-SNAPSHOT #345

  1. Updates JVMDowngrader from 0.6.1 -> 0.7.1, (Requires testing to see if JAR properly builds with this)
  2. Updates ViaVersion to 5.0.1-SNAPSHOT to address critical bugs such as 1.21 features not working at all for 1.20.4 clients for example,
  3. Sets fabric loader to 0.15.11 as older loader versions don't have 1.21 client support,
  4. Upstreams Yarn, Fabric API and Mod Menu once more.
