NoteBlocks doesnt work in 1.13 #935

Are you using any additional software like BungeeCord? If so, what software and version? (Please list your plugins as well)

How does this error happen? login? Using an item?

Right Click Noteblock, anysound with noteblock, there is no sound, but particle...

This should be fixed in the latest dev build.
