Implementation of follow, comment, tip endpoints and forms.

[ ] Documentation: usage of APIs (delayed to later testing)
How Has This Been Tested?

Not tested, wait to be tested and fixed after the front end page is fixed.
[ ] Manual examination of created users using DBeaver
[ ] Automated test
