why? bicycles in
buses
trams
subways

monorails I'd count as trains
taxis ... depends but here i'd favor the NO

this could be a policy, though.
Where I live its very uncommon to see bikes on those types of transport, for example buses (here in UK) there is usually insufficient room and the driver would not allow anyone on with a bike. Same with trams.
I also class monorail as train, and have regularly seen people with bicycles on trains. However, would they drag a bike up to a monorail rather than just cycle the route?
I imagine in more bicycle friendly countries (eg. Nordic countries, Holland, etc) those modes of transport would be much more likely to accommodate bicycles. But in UK... not so friendly to bikes at the moment.
Having policies would be great, but I don't know if it's possible to mod custom policies or how performant policy checks would be in pathfinding, etc?
