It's true, these lines of code don't appear to be used.

It's difficult to be certain without tests, though.

I found some features I wanted and did not get responses here, so I wrote my own version which has tests: https://github.com/AutoSponge/set-state. You may be able to reuse the tests. I found that tracking the deps was important so I would not delete that code unless proven.
