I used, for the first time, ME3 save editor. I used me editors before but I did 
not get this issue. So I used the editor, started the game and when I went into 
combat I could not use Shepard's powers. Only power I could use wase medi gel. 
When I open up the power menu, L shift, I can't see any of Shepard's powers 
literally like I don't have them anymore. PLEEEEASE HEEEELP THANK YOU!!!

This sounds like the game is resetting your talent points and thus you lose all 
of your powers, totally unrelated to the power / weapon wheel. Is this the case?

Yes, something like that. I figured it out, partially. I start a new mission, 
go to squad, and use all the skill points I have. After that I can use all the 
powers. Thanks it helped!!!
