Can't find Kelly Chambers #16

What steps will reproduce the problem?

What is the expected output? What do you see instead?
Making her appear

What revision of SaveEdit are you using? For what game platform?
I' am using this:Gibbed.MassEffect3.SaveEdit for PC

Please provide any additional information below.

She and the rest of the crew survived the suicide mission but she is not there 
in the refugee camp and it is because i didn't had dinner with her.I already 
tried,checked the flags for those,used the id tag to change her identity.I had 
done all the side missions and the priority missions so far and i am about to 
go to Thuchanka for the cure

Yes, I have same problem because I didn't had dinner with her.

I found the solution! set bool 3817 to true.
