Shepard not leveling up #40

What steps will reproduce the problem?
1. Create new blank character 
2. Make him lvl 30 and play Mass Effect 3
3. Watch him suffer miserably as he can't lvl up nor his squadmates can

What is the expected output? What do you see instead?
I expect Shepard to be able to lvl up, what I see is on the contrary

What revision of SaveEdit are you using? For what game platform?
revision 90 for mass effect 3 last patch

Please provide any additional information below.
I made every squadmate to be alive in ME3, didn't change reputation/credits 
from zero, the character is female, class infiltrator, earthborn, ruthless
Can't really say much more

open raw tab, expand player menu, find and edit Current XP, lvl 30 is around 
38000
