Purpose of code changes on this branch:
This is a fix for the cursor position appearing inside the oppia-parameter tags 
in rte.
Also has minor refactorings. I moved oppia-parameter tags one level down in the 
dom -- please check if I changed all I had to change to support the new rte dom 
structure.

After the review, I'll merge this branch into: develop
I'll continue to work on this branch for other issues, but I'll do merge once 
after this fix.
