PR: Fixes for the engine crashing (+ Other QOL stuff) #8

Charting State and Freeplay State no longer crash due to missing vocals file (And PlayState has a failsafe)

Specify the hxCodec version in the project.xml file, so people don't have to search for the version that actually works in this repo

Add a batch file containing the required libraries

This is a crazy engine, and i wanted to help out with making it a bit easier to work with.

(Thus the from source issues from earlier)

the update is gonna release soon and that will override these changes I'll leave this open and let uwenalil this know so he will add these changes to his repo before he commits the update to here

thank you btw for doing this pull request this helped a bit with our dump minds to do that i even completly forgot about the libs.bat XD. also thanks for using the engine too
