Describe the Bug/Issue

When there are more people registered in a section than there are spots, it shows up in green

To Reproduce

Steps to reproduce the behaviour/bug/issue:

Add a course like CSC 361
Look at the timetable view of the badge for the tutorial with 71/70 people registered

Expected Behaviour

Should be red when # registered is greater than # spots available
