I think it would be useful to display the ‘Reply to the discussion’ button 
and the response field directly below a forum question. 

Learners are wasting a lot of time scrolling up and down to read questions if 
there are already a lot of replies. We often had to copy and paste the 
questions to their response fields.

I changed the order of the forum replies so that the latest ones are on the top 
and I put the reply button to the top as well.

Please test on Mothsorchid if it is the way you wanted it.
