Groups requiring activation when not selected #100

Hi Vinai, We have about 10 different customer groups. 8 of them require activation and 2 should allow open registration. I have selected all but the 2 open registration groups from the multiselect 'Require Activation for Groups' in the config panel.

However, only the first group allows open registration (first of the 2). The 2nd open group that I have indicated still goes through the entire activation requirement (when it shouldn't).

Is there any place you would look or settings that could be causing this issue?
