[QLTP] Cho ẩn loại hàng và bắt nhập loại trọng tải khi khai báo xuất và nhập

E chưa bỏ cột loại hàng hóa xuất trong form Khai báo nhập cảnh 
và loại loại hàng hóa nhập trong khai báo xuất cảnh cho a ah...
Đành chờ bản final làm luôn một mẻ vậy.
Tiện thể e chỉnh cho hệ thống bắt buộc người dùng phải 
chọn loại trong tải rồi mới cho lưu nhé...như thế người dùng 
mới không quên chọn loại trong tải; loại hàng khi khai báo tờ 
khai xuất cảnh; nhập cảnh.
Như thế mới  tính phí theo kiểu....xác nhận trong danh sách tờ 
khai được.!!!
