Issue 01: Flesh out the README #16

I've filled in some of the blanks of the README. Some sections have to be left out because there are still decisions to be made. Once we start filling out the guide book, some of those questions will get answered. I'll merge the branch once I get enough approvals.

@sarahmau Thanks for merging the branch. I would ask that next time you approve the work first because I was confused to see the branch merged but only half the team approved it. Obviously, merging is a form of approval but it would help my tiny brain if we tried to keep the expected sequence in place.
