Weapon Restriction/Allow Problem #470

Right now guests and Me(owner) are the only ones that can use weapons. And the 
owner is the only one that can use custom weapons. Guests can use the regular 
weapons, just not the custom weapons. Respected and above don't even have any 
weapons at all. Even if I try to allow respected and above to use weapons via 
menu, they still cannot use those weapons including custom weapons. However, I 
am the only one who can use them. I really don't know what the problem is. Can 
someone please help me?
