What steps will reproduce the problem?
1. Type /mayor or /votemayor, hope people vote yes.
2. Make sure lotterys are enabled.
3. Type /lottery
4. Wait for everyone to pay their fees and enter the lottery
5. Notice how it says no-one entered the lottery, even though people did.

Do you have any errors? serverside or clientside? if you do, which ones?
