Wepon Checker + Police Ram #196

Well these are just general exploits/bugs, Ive fixed most of them myself
but i guess they are useful to others if they are fixed.

Weapon checker exploits;

First if you take someones weapons and return them they get double ammo.

If you take lets say a cp's weps, then they change class to a hobo, when
you go to return the weapons they will receive the 'illegal' police weapons
along with whatever else you took thus giving a hobo CP weapons. This can
be done with multiable classes too, like taking bugbait off a person while
hobo + arrest batons off the same guy while hobo then they will receive
weapons from both classes.

Police baton bug;
Doesn't knock down welded props.

Thats all, i think.

I manually added a line to make it knock down welded props

constraint.RemoveConstraints( trace.Entity, "Weld" )

if police rams are able to remove welds, guess what the minges would do.

Its really a double negative, as if you don't add it minges can just make 
unmovable
propblocks to normal players, maybe make it a configurable option in the f4 
menu?

Also any update on the weapon-checker? Here's one a friend of mine recoded that 
you
can look at.

There's only one problem with this one tho, you can only take a persons weapons 
once,
so to take their weapons again you have to give back the old.

Isn't fixed, just took the time to test it then

Well its somewhat of an exploit, citizens having police batons etc.

Even though there is a blacklist, class only items shouldn't be transferable.
