Broadcast Problem #284

If you try and set a broadcast when your not the mayor, it says you can't
and doesn't do the broadcast, as it should, however, it still prints the
command the player typed in the chat.

(It also uses the players Steam name)
eg, (SRH)Drakehawke: /broadcast test
