Local OOC #707

My suggestion is: To be able to enable Local OOC chat. It would would like a 
normal voice radius chat but for out of character talk. People usually meta 
game or use OOC wrongly as it gets displayed to the whole server. My idea would 
be for some servers to completely disable global OOC and only have local OOC. 
If they needed a way to contact someone far away they would have to call them 
or PM them. Maybe something like /looc, /l, etc..

Why this should be in DarkRP by default and not a third party addon: Shouldn't 
be to hard to code. I personally think it would help Roleplay be more enjoyable 
by taking away the possibility to metagame.

Personally I think this is something that should be done third party, I don't 
think it'd be that popular and it is a bit extreme. DarkRP isn't exactly 
serious roleplay.

If Falco feels otherwise he may decide to do it, however.
