Custom prop limit for each group. #730

My suggestion is:
Set custom prop limit for groups. For each group it will create by default 
rp_maxGROUPNAMEprops (like : admins - rp_maxadminprops COUNTofPROPS) and you 
will be able to customize it. its usefull for servers that makes donator groups 
and stuff like for normal player 50 props and for donator 100...

Why this should be in DarkRP by default and not a third party addon:

donators have nothing to do with this. This is useless. this is typically 
something that should be a third party mod and not in DarkRP by default.
