The only two functions that seem to write to this value (0x8006702C) are:

0x80076B80 and 0x80076C1C, part of the title screen script upon loading a game
0x8003A284, part of the function that handles drawing textboxes that modifies this value as soon as conversation is initiated with an Orb NPC.
