[CLI-9]Implement CLI version 1.0.0. #3

Version 1.0.0 changes:

  1. Unify CLI user interface.
  2. Move Virgil Public Keys SDK to version 2.0.
  3. Add Private Key management features with Virgil Private Key SDK of version 1.0
  4. Update documentation to conform CLI version 1.0.0 - incompletely.
