Add downloads for FlyCircuit & Vienna Gal4 lines #1040

I know this has been discussed before. Opening this so that we can link any relevant existing tickets and flag bottlenecks.

One obvious bottleneck is Neo4J KB (stores license data), but there are few enough datasets that this can be done on the flat download page for now: http://www.virtualflybrain.org/site/vfb_site/image_data_downloads.htm

I don't have datasets in one place so would have to generate a page of links to download each associated file. This can be done if not available via lmb but reluctant to duplicate files in datasets just for download.

It should also say ‘Barry Dickson, personal communication’. Barry had emailed last year saying he was writing some a short report on the line generation, when/if that is published, it should then replace these two.

Can the images be in under ‘Image’, itself under the JFRC2 template div?
