Template ROI browser doesn't cope with separate L/R ROIs on Hemibrain #253

It appears to randomly select left or right ROIs.

I guess there is a built-in assumption of 1 Class: 1 Individual.

Poss fixes:

Via Data: Merge L/R indexes (as for other templates) Code: Extend tree browser to add specific support for choosing associated ROIs.

We either need to merge or pick a side but either way, this is not a component issue unless we want to support multiple images per parent class? More likely a change to the cypher for tree or an image change to return merged or L/R only if both.
