Investigate packaging release cycle jython scripts as jars via maven #16

This could provide a much more reliable way to package up release scripts for running on Jenkins.

Jenkins at least partially mavenized. Specific work on Jython scripts no longer relevant as these will be retired in favour of new Scala code.
