Check and test pub pipeline #51

All pubs should have FBrf in KB or in FBbt (should now be fixed in latest, unreleased FBbt). All code should assume lookup is via FBrf

2 bit of code affected:

  1. Loading pubs from FlyBase
  2. Moving pubs from KB to Prod.
