Access Neo4j2owl dependencies from Github releases #51

Instead of adding the owl2neo4jcsv.jar and infer-annotate.jar dependencies to the /scrits folder, Dockerfile now downloads them from their github releases. In this way, version management of these dependencies will be easier.
