Stupid Constellation seen in Region List which causes the CreateRegion Servlet to fail #3

What steps will reproduce the problem?

The following was the RegionList as I found it:

Region Name X   Y   Owner
            10047   9996    unknown
(OKC) Chi   10011   10001   Nebadon Izumi
(OKC) Fu    10012   10002   Yojne Spitteler
(OKC) Ka    10012   10001   Nebadon Izumi
...

The first region without any Region Name and the unknown owner causes the 
problem.
