New Visualization: Testing per capita #367

As you know, it is really hard to truly compare confirmed infections region by region (e.g. state by state) as testing is so inconsistent. As a result, it would be really cool to see confirmed tests per capita and be able to compare that against confirmed cases.

@telesphorus and @mmorper -- we're doing this for v2.0 -- stay tuned. We finished the database migration today. We went from schema-on-read to having an ontology for the countries because the schema on read was brittle. Subtle changes in the data sources would break big parts of the site.
