To allow consuming of IVOA resources registered with ConeSearch interfaces.

Requires:

conversion of coordinated: equatorial<->galactic
consuming VOTable metadata

Connected to consuming IVOA Registry records or local registry cache solution.

NOTE:

current ConeSearch specification is available here: REC-ConeSearch-1.03
- ConeSearch might undergo revision in the near future
- multi-cone searches are not in the specification, needs discussion if this feature has to be planned for VLVA
latest VOTable specification is available here: REC-VOTable-1.4

Use the PyVO library (#102) for positional searching a source catalog or an observation log via Simple Cone Search (SCS) API
