modify start of the hear me ror #10

adding in the create database code to the hear me ror, so that it checks for a file with that instution name, and if it doesn’t exist then it creates it

the other thing that isn't currently being included is the topic system that we will be using for the main filtering. so ensure that this gets covered. will need to add a new task related to this probably
