Add the option to slow down.

This action is necessary but contradictory to the feeling of speed and rush, thus I will punish it mildly.

The consequence is bonus reduction and, if used too long, a game over (as the skater falls, unable to keep up).

Also slowing down rate (Deceleration) is less than acceleration rate
