Pull/ipf fix #171

This pull request makes a tiny fix to the VELandUse package and its "ipf" (iterative proportional fitting) function. Plus there are test scripts and a test model that work with the new test architecture. The fixed behavior can be turned off through a VisionEval parameter setting in case the old behavior is still required - the new behavior won't make much difference unless the regional population is very large.

Once we're close to having 'r42' complete, I'll rebase this pull-request onto that one and merge it. It really is a tiny fix.
