Added the VEFHWAAV package as part of TASK 5 deliverable

Task 5 deliverable AV Prototype. Single commit of VEFHWAAV package that contains all the modules and a prototype model necessary to run AV variant of the VERSPM model. The package includes following modules:

• AssignVehicleAge
• AdjustVehicleOwnership

• CalculateRoadPerformance

The package also includes the prototype model as an "av" variant of "VERSPM" model.
