ComSvcDvmtGrowthBasis error #81

ODOT and CLMPO are getting the following run error when region_base_year_dvmt.csv, "ComSvcDvmtGrowthBasis" field is set to "HhDvmt". Documentation (e.g., here) says should be fine (and we recall that it might have worked before?). (no error if set to "Population" or "Income", instead)

"Input file error for module 'Initialize' for input file 'region_base_year_dvmt.csv'. Has one or more rrors in the data inputs as follows:\nData in data name 'ComSvcDvmtGrowthBasis' includes value (HHdvmt) not in allowed set."

Looks like its a capitalization issue...Works with "HhDvmt" (rather than "HHdvmt")
