Geo initialize check #83

ODOT just assisted Eugene in debugging a frustrating input error. Could we add a Initialize check to all geo-based inputfiles that they have the right number and consistent names of zones in the "geo" field? Thanks -- Tara

I think this is a good idea. Also consider issue #158 for a slightly different type of checking on zone names, and perhaps include it in an input data pre-processing step that will rectify all the input files.
