Creation of Blocks When Permission is Blocked #11

When a player doesn't have the proper rights to build in a zone, they are able to place blocks but they cannot destroy.

ex:

Permlist may contain something like this: Someadmin ALL GRANTED True everyone ALL DENIED everyone ENTER GRANTED

The permissions do block all other interactions that are NOT entering the zone but for some odd reason they are able to place blocks.

Helps if I don't leave the returns as false
