A player always has the ability to place water or lava down from a bucket (haven't tried it with other things) regardless of permissions given or denied.

is the ids for Buckets on the interact.items= line in the Realms.ini?

Nope. Bucket IDs 325 (Empty), 326 (Water), 327(Lava), and 335 (Milk) are NOT listed.
