Dependency updates and add some error messages #8

This PR updates the following:

bump to netstandard2.1
update to C# 9.0
replaced ilrepacked dll in favor of turned off assembly validation in Unity
adds a delay to spawning python for osx
adds AvailableWires and updates add/removedHardwareRule
adds some additional try/catches to display failures in unity logs
