When opening a file with X20.1 two instances of golangide are created #114

What steps will reproduce the problem?
1. Open a file with liteide x20.1 eg by drag and drop onto liteide program, or 
via command line eg liteide.exe myfile.go
2. Wait for progam to initiate
3.

What is the expected output? What do you see instead?

Expect one instance - instead get an instance with the opened file, and and 
additional instance without the file

What version of the product are you using? On what operating system?
X20.1 on WinXP 32bit. 

Please provide any additional information below.
Doesn't happen on X19
