The order of crops is wrong for 2-column PDF when first column starts lower #21

What steps will reproduce the problem?
1. Take the attached PDF file and try to convert in 2 column mode.
2. You will see that the first column gets assigned to crop 2, the second - the 
crop 1 for the first page.  The order of crops for the other pages is correct.
3. This seems to happen because the first column starts lower.

It would be good to be able to enforce the left-to-right order of priority for 
the crops in 2 column papers.

I'm using version paperCrop_0.45_rev61.zip on Windows.

I also want this problem to be fixed, because I often read academic papers, and 
they have page number for each page at the top corner (or bottom), which cause 
this problem.

I found that cropping top (or bottom) makes the page number eliminated from the 
contents, thanks!

I think I fixed this bug in Rev 95.
