Main changes:

actualize the script entry point, to handle folder as output indication
Add the Dockerfile, to generate an encapuslation of the code (for linux)
Add the CI process to check input file format, and verify that relation input-output remains consistent.
Extended principal README.md to describe the main commands to use the PI computation code, at least for rc command.
