Artifact Export is Broken #242

Describe the bug The artifact download button does not work in Vizier 2.0

To Reproduce

  1. Create a notebook with an artifact (Dataset, File, etc...)
  2. Click the "download" link in the sidebar

(The connection in the new window will hang and eventually time out)

Expected behavior The artifact downloads.
